Urban Area- Secondary Plan

Overview

In the 2015 update of the United Counties of Prescott and Russell (UCPR) Official Plan, an expansion of the Rockland urban area was approved to support the population projected to 2035. The Expansion Lands have a total area of 133.5 hectares and represent this expansion of the urban boundary. Before the lands can be development as part of the urban area, a Secondary Plan is required.

The Secondary Planning exercise will include a plan for land use within the expansion area, as well as policies regarding built form, design, and phasing. The Secondary Plan will be supported by comprehensive servicing, transportation, and environmental management plans, as well as a commercial market study.

The Secondary Plan process will be integrated with the Class Environmental Assessment (EA) process. EA approval is required for municipal infrastructure such as water, sanitary and storm sewers, and roads. The integrated process allows approvals, reviews, and public consultations to be coordinated. Requirements of both the Environmental Assessment Act and the Planning Act will be satisfied.

The City of Clarence-Rockland initiated the Secondary Planning process in 2017.

Study Area

The Study Area is irregularly shaped, comprising 133.5 hectares of land southeast of Rockland's existing Urban Area Boundary. The study area includes lands south of David Street and west of Clarence Creek. It is situated mostly to the east of Caron Street, with the exception of an area of approximately 23 hectares on the west side of Caron Street in the southwest of the study area (see map).

Study Process

Phase 1: Existing Conditions
1. Inventory existing conditions
2. Identify opportunities and constraints
3. Develop vision and guiding principles
4. Develop and select alternative solutions for servicing and transportation
5. Public Meeting/Open House #1 to introduce the project and solicit feedback on the existing conditions, vision, and guiding principles.

Phase 2: Develop Planning and Design Options
1. Develop servicing and transportation alternatives based on technical studies and fieldwork
2. Develop land use concept options
3. Public Meeting/Open House #2 to present draft land use concepts, gather stakeholder feedback and solicit public input

Phase 3: Preparation of Secondary Plan
1. Based on feedback, refine preferred land use concept
2. Prepare design guidelines
3. Draft Secondary Plan, Master Servicing Study, Master Transportation Plan, and Environmental Management Plan.
4. Initiate Official Plan Amendment process
5. Public Meeting/Open House #3 to present the preferred land use concept, servicing, and transportation designs and reports
6. Finalize Secondary Plan and Master Plans

Phase 4: Implementation
1. Public Meeting #4 to present the final Secondary Plan, Official Plan and Master Plans to Council
2. Appeal periods for Official Plan Amendment and Environmental Assessment to coincide
