NOTICE OF A PUBLIC MEETING CONCERNING

A PROPOSED AMENDMENT TO THE OFFICIAL PLAN OF THE

URBAN AREA OF THE CITY OF CLARENCE-ROCKLAND

TAKE NOTICE that the City of Clarence-Rockland has initiated an amendment to the Official Plan of the Urban Area of the City of Clarence-Rockland By-law No. 2013-147.

TAKE NOTICE that the Council of the Corporation of the City of Clarence-Rockland will hold a public meeting on the 5th day of September 2019, at 7:00 p.m. at the City Hall, 415 Lemay Street, Clarence Creek, to consider a proposed amendment (File No. D-09-83) to the Official Plan of the Urban Area of the City of Clarence-Rockland By-law No. 2013-147 under Section 17 of the Planning Act, R.S.O 1990, as amended. The affected properties are described as being Part of Lots 21, 22, 23 and 24 of Concession 2 (O.S.).

THE PROPOSED OFFICIAL PLAN AMENDMENT would add the Expansion Lands Secondary Plan (ELSP) into the Official Plan and would amend the text and schedules of the Official Plan accordingly. The Expansion Lands were brought into the urban area through the United Counties of Prescott and Russell’s 2015 Official Plan review and were identified as a special study area through the City of Clarence-Rockland’s Zoning By-law. The ELSP study was initiated in 2018 to complete a more detailed vision for the future development of the Expansion Lands as a vibrant community featuring a mix of uses and a range of housing options in an urban village context.

IF THE PROPOSED AMENDMENT TO THE OFFICIAL PLAN is adopted, the Expansion Lands will be able to be developed with a mix of detached, semi-detached dwellings, townhouses, apartments, institutional, office and retail uses. Future applications will further define the exact land use and built form.

The proposed amendment to the Official Plan of the Urban Area of the City of Clarence-Rockland must also be approved by the United Counties of Prescott & Russell.

IF YOU WISH TO BE NOTIFIED of the adoption of the proposed Official Plan Amendment, or of the refusal of the request to amend the Official Plan, you must make a written request to the United Counties of Prescott and Russell, 59, Court Street, P.O. Box. 304, L’Orignal, Ontario, K0B 1K0.

IF A PERSON or public body would otherwise have an ability to appeal the decision of the Municipal Council of the City of Clarence-Rockland to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Corporation of the City of Clarence-Rockland before the proposed official plan is adopted, the person or public body is not entitled to appeal the decision.

IF A PERSON or public body does not make oral submissions at a public meeting or make written submissions to the Corporation of the City of Clarence-Rockland before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
