The Chief Administrative Officer advises the municipal Council on all matters pertaining to policies, programs, by-laws and administrative procedures of the municipality. The actual implementation of municipal council policies is the ultimate responsibility of the Director General.

The Clerk performs text writing functions, an essential task for the efficient management of local administration activities. These functions specifically include the writing of agendas and by-laws for the Council, the recording of Council meeting minutes, and the writing of responses to official correspondence, the preparation of reports, the supervision of printing and distribution of by-laws, resolutions and other documents, as well as public requests responses.

The Clerk is also responsible for issuing marriage licenses, lottery licenses, permits to bury as well as death registration with the Province. The Clerk is also the Voting Director when municipal elections are held every four years.
